“Integrated Solid Waste Management System in Vrancea County” project, intends to establish, at the level of Vrancea County, a sustainable, efficient and efficient waste management system which fulfills the European Union directives and the Romanian legislation.
The project carried out by the county local administration is part of the 7 priority waste management projects implemented in Romania.
The project “Integrated Solid Waste Management System in Vrancea County”, co-financed by the European Union through the European Regional Development Fund and implemented by the Vrancea County Council, runs according to the schedule and has a deadline of 31 December 2018.
Finalisation of Phase 1 of the Project “Integrated Solid Waste Management System in Vrancea County”
On 03.11.2009 was signed the Financing Contract no. 82224 for the Project “Integrated Solid Waste Management System in Vrancea County” (SMID).
The total value of Phase I of the Project, excluding VAT, is 59,130,083.00 lei, of which the eligible value of Phase 1, according to the POS Environment, is 52,343,878.00 lei, and the Phase I value of the Project, other than the one eligible according to the SOP Environment without VAT, is 6,786,205 lei.
The project includes 11 contracts: 5 service contracts, 4 works contracts and 2 supply contracts.
In Phase 1 of the project that closed on 30.06.2016, most of the contracts were completed, most of the physical indicators of the project being fulfilled: the 5 non-conforming urban warehouses in Focsani, Adjud, Marasesti, Odobesti and Panciu were closed and rehabilitated , the works at Waste Storage Cell 1 and the sorting station at the Haret Integrated Waste Management Center were completed, the Focsani – Golesti, Adjud and Vidra transfer stations were built, as well as the 6 platforms for collecting electrical and electronic equipment waste from Focsani – Mindresti (2), Adjud, Marasesti, Panciu and Odobesti.
The performance indicators of the project will be met at the completion of the 2nd Phase of the Project as follows: the coverage of collection in the urban area will be 100%, the collection coverage in the rural area will be 90% , the separate collection system for packaging waste and biodegradable waste will be introduced into the rural area, the volume of mixed waste at the landfill will be reduced by 40%.
At the end of the project, the entire population of Vrancea County will benefit from an improved waste management system.
Launch of the project “Project Phase Integrated Waste Management System in Vrancea County”
On September 20, 2017, the Ministry of Regional Development, Public Administration and European Funds signed the Financing Contract no. 124 for the project “Project Phase Integrated Waste Management System in Vrancea County”.
The total value of the Financing Agreement including VAT is 47,485,565.05 lei, of which the total eligible value is 39,714,437.01 lei, non-reimbursable financing from the Cohesion Fund in the maximum amount of 36,211,305.94 lei and the amount of eligible co-financing of the Beneficiary in the amount of 739,006.25 lei.

The performance indicators of the project will be met at the completion of the 2nd Phase of the Project, as follows: the Composting Plant of the Haret Integrated Management Center will be completed, the waste collection points will be constructed and will provide rural collection equipment, purchase urban waste collection equipment, purchase equipment and equipment serving the Transfer Stations and Haret Integrated Waste Management Center, coverage of collection in the area the urban coverage will be 90%, the separate collection system for packaging waste and biodegradable waste will be introduced into the rural area, the volume of mixed waste at the landfills will be reduced by 40% %, etc.
At the end of the project, the entire population of Vrancea County will benefit from an improved waste management system.
