Due to the exterior and interior degradation of the building, the library has been closed since 2001 and the work was carried out in a space that did not offer the possibility to operate at normal capacity, nor microclimate and storage conditions for the preservation of collections. This was due to the fact that the Library for Children and Youth served the entire school of children from Focsani. The project implemented by the Vrancea County Council has ensured the modernization of a historical and cultural heritage objective and the improvement of study and reading conditions for all categories of beneficiaries.

The target group of the project was the preschool and school population, disadvantaged children with locomotor deficiencies, other youth groups from Focsani and the county.
